Mortgage Company Holds $15000 Insurance Check After Garage Fire

My garage burned over 2 years ago. It was covered for $15000. The insurance company cut a check for $15000. My wife and I endorsed the check and sent it to Midland, which needed to endorse it also.

The first thing we heard was that they wanted an estimate from a contractor and they would cut a check for $10000, with the remainder after an inspection on completion. We got an estimate, then they wanted an itemized estimate from the insurance company, board by board. The insurance company stated that the garage was totaled and that this was not required.

Now Midland wants the repairs made before they will pay, and it holds a $15000 check from my insurance company. I'm glad our house wasn't destroyed. We would be homeless until we built another home while Midland held our insurance check?
