No one to talk to, no way to tell about cell phone being used for fraud

The cell number is a to go phone that was listed with Southwestern bell mobil systems, llc, dc.
In trying to report the phones mis-use of the owner and to have it immediatly dis-connected, the site requires a payment of some sort or they can bill me!
I am trying to report to them that the phone is being used by the individual for illegal purposes. It says that the name of the person is available and that the full address included when available. It is listed out of Arlington, VA.

I guess this leaves me to report this to my cell company personnel and local police department. I do plan to call the police department in VA to put personal charges against the operator of this cell phone. I understand it can be cross-refferenced and located by cell tower with or without it having a gps location device on it. It carries a location wire set up in it—all phones do thanks to government regulations in place. I vow to get them.
