Ripoff billing for nothing

The Giles County Public Service Authority bills everyone in the county for trash pick-up whether or not they actually provide this service. Most are bullied into paying it, but I refuse to pay until they actually pick something up. Consequently, I am being suied for 3 or more years worth of these bogus bills.

In Virginia there is actually a State Law that prohidits them from doing so. You wouldn't think there would be a necessity for a law preventing someone for billing for nothing, but there us (Act 357,1989)
