Billing for services that were never provided

Giles co psa sends a trash bill to every citizen of giles co however if you live on an unpaved road they refuse to bring the trash trucks off of the pavement and they claim that it your responsibility to take the trash to the nearest conveinience center. However the nearest drop off location is located 18 miles from my home, and now they have closed that drop off and moved it another 10 miles away so i am required to drive my trash a total of 28 miles to dispose of it. How can they charge a trash bill if they are not picking up the trash. I feel that this is a fraudulent business of the worst kind.
If the postal service can deliver a letter to the end of my driveway for less than 50 cent why cant the psa pick up the trash at the end of my driveway if they are charging me a bill every month to pick it up!!
