Phone harrassment and undisclosed charges on phone bill

I have caller id and privacy manager. I have been getting calls several times a day from a place or person known as Zero. When I click over the caller hangs up or I call the number and it is not for incomming calls...

I have noticed that now MCI a carrier I have not even authorized is charging me for calls we did not make! We filed bankruptcy 2 years ago and MCI was listed because of their so called services. I do not know if the two are related but it is odd!
