Returned mail

I'd prefer to create a criticism about that but-don't understand how. I reside in a shared condo with lots of people. Just one of our titles is about the mail. The mailman just provides towards the individual whos title is about the container. I find this to become truly frustrating. Is it that large of the offer to provide towards the others? May be the mailman simply sluggish, silly, or equally? May be the mailman permitted to do that underneath the recommendations of his work?
