Lost parking ticket fines

I delivered a check to cover a parking solution (expired meter). Following a month, I obtained a the driving license was stopped due to non payment! I'd to pay for the solution (again?) PLUS $100 to obtain the license reinstated

I'venot examined my banking account yet to determine when the first check removed but I wonder when they "shed" funds frequently?
