A Cal Utility Forced me to pay a bill left by another tenant, disconnected service without notice

In order to get water utility service, Dean Robinson a manager is forcing me to pay for an unpaid bill left by another family. Golden State Water Co allowed the previous tenant to amass a bill of 236.00 and skipped out. Robinson intimated me and my family were dishonest. His customer service person said I could take 6 months to pay, Robinson later ordered her to only allow 3 months for me to pay. He was not going to let me have the time to pay, but said they were being generous.
Later a Rep said no service after all because the meter was now damaged, something about glass being broke, asked me how that could have happened that it was okay 3 days ago, again intimated that I may have knowledge. Now Golden State Waters says no service until the meter is fixed and they expect me to pay.

Meter is 20 feet off my property, meter is on public land 10" from the street. That I am responsible for the meter. GS also states that there is a CPUC laws that says landlords must pay all unpaid tenant's bills, left behind by the tenants. That the landlord is responsible for water bill. (not if it is on the lease agreement, I say) That GS can refuse water service to new tenants and that only the landlord can have the bill in their name only. Meaning in this case I have to pay for broken meter and unpaid water bill from some other family.
Please advise if there is such a law by the CPUC, and after starting service can they cut off service with no notice and now insist I pay.
