Police Dept is allowing rapist to be a victim

In Sept.'07, my 14 yr. Old was raped by a 15 yr. Old neighbor. The 15 yr. Old fully admits to not only raping my daughter but also his cousin and step-sister. The mother of the 15 yr. Old "Becky" had made it look like my daughter asked for it but begged me not to call the police because her son was already on probation for vandilizing someones home and drug charges. Of course I called the police and went thru all the questioning and child services visit. A court date was set!

While waiting for the court date, my family had to deal with Becky harrassing and threatening myself and my family. She had stold our family dog in which a officer came out and found it chained in her garage, the dog was returned to me by the officer but no charges placed. She had spun her vehicle tires so bad that rocks would fly at me while sitting on my porch. She had taunted my daughter by yelling in her yard "rape, rape, rape. Mocking and making fun of what happened to her. There were other incidents that the officers just kept telling me there wasnt alot I could do unless they witnessed it and they couldnt babysit my home. They also told me that I should move.

I'v done nothing to this family besides report the rape and I should move?!?! I contacted the sherrif on that and he did apologize but again nothing could be done. I was advised to put a order of protection against her which I did. My husband took off work to appear at that court date.

When we arrived we were told by the district clerk that Becky was not served, they had not gotten to it yet. So another court date was made (another day my husband had to take off work) and she was found guilty. All she got was the court fee and told to stay away. That same day she was recorded by my camera walking thru my yard. I cant afford to keep taking this woman to court just so she can get a slap on the wrist. So I patiently waited for the rape court date and stayed indoors as much as possible. The date finally came and her son was found guilty.

Already being on probation, all they did was add more probation, counciling, court cost and he has to be inside his home every night by 6pm for raping my daughter?!?! Are you kidding me?!?! Well living in a small town I see them here and there past 6pm and hes outside, in stores etc. I'm finding out that the police dept. Does not protect the innocent but instead the offenders.

To top this all off, when the child services were investigating the rape charges, I told them about Beckys son claiming my daughter wasnt the only one, he had sex with his cousin and step sister as well. Child services told me those kids have to come forward on their own. They do not look into claims. IS that not crazy? A child is suppose to not feel to embarrassed or a ashamed and come forward over a family member assaulting them? Caldwell county has the most ridiculous laws and I ask for any input on this. I feel my daughter has been scarred the rest of her life and nobody cares except me. Besides the offender basically walking free to do this again.
