Harsment not following state laws

The manager, that rhp has hired for our propety, thinks that she knows it all when it comes to being a manager. She is wrong.

She has been harrassing the tenants about getting their yard cleaned up. She harrassed one tenant so bad from shoing up 4 times in a week to give her verbal warnings to clean her yard and threating her that if she didnt get it down in an unreasonable amount of time they were going to fine her. When i say unreasonable i mean from friday until monday to clean the yard.

She has told another tenant that she wont accept their rent payment because their yard and porch are dirty and she was going to evict them. Law says that she has to take the payment and she cant evict them without a 45 day written notice from an attorney.

When is this going to end? When are they going to hire someone who is willing to learn the laws for a mobile home park?
