Forcing me to pay for a parking ticket ripoff

In March I was shopping at a downtown store. The sign in front said parking for customers only. I was in the store for 2 hours, when I came out I had a ticket stating "no activity". I sent in the request for Adminstrative Review along with a copy of my receipt, pictures of my car and where it was parked, and the sign I was parked in front of.
Two weeks letter I received a letter stating that the citation was properly issued and is valid. I don't think they even looked at the pictures. Now I am told that I must pay the ticket in order to request a hearing, then if I am right they will return my money within 30 days. What about my time, having to take off work only to prove that I was right. Does anyone have any advice on how I can be paid for my time.
I am sending in the letter, paying the ticket, but I will continue to fight for my rights.
