Ripoff

I was in the army and paying money towards my GI bill 100.00 a month for 12 months and I paid taxes on this money. Now under the circumstances I was dealing with more on my plate than 80% of the general population. I was discharged from service and given a bus ticket home. I asked for the return of my 1200.00 dollars I invested in the GI Bill and I have been out since 1989 still no money, I feel it is wrong to have to pay for something and not to get a refund by the government. Of all institutions I would feel that they don't need my little refund considering i am a tax payer. I would love to have my money back. Maybe someone can help?
