Customer Service Issues

After 20 years of subscribing your delivery person no longer delivers the paper to our paperbox, just tosses it into the yard. My monthly rate went up $7 and when I try to call customer service phone number it is busy no matter what time of day or what day of the week it is. The customer service area of your website does not function property and sending emails to Home Delivery [HomeD@oregonian.com] is pointless as this is the message I go "We are unable to process your request at this time. Please visit us at biz. Oregonian.com or contact our Customer Service office at 503-221-8240. We do apologize for the inconvenience. Thank you"

I want my paper delivered into the box and I want someone to explain how to deal with future customer service issues.
