Landline Business Number Port to Cell Phone Stalled Since December

I have been trying to port my land line business phone number to a Cricket cell phone since December 15. I have lost many thousands of dollars because the "tier 2" technicians can't get it straight. Terrible service and no one to complain too. I am at the end of my rope with the porting dept. Who regulates these guys.
