Paid $151 to caller posing as support, refund never came

I was having problems with programs on my computer. I had e mailed ATT. So when i got the call I thought it was ATT about microsoft. I am not sure about the date 10/17/12? How do I report this? I paid them 151 dollars. Also I received another phone from them saying I would receive a refund, because they were having technical problems with the system. When ever I call it will say the person you are trying to reach is not available. I was sent a welcome letter, but no response to phone calls or e mails The # I have is 914 290 4992, company Support@24technocare.com.
