I got a letter saying i was second prise winner in the USA Publisher Clearing House Sweepstakes Lottery held on August 31st. 2012. I rersevived a check from Citibank for 3,980. The check looks like it

I recieved a letter and a check from Advanced Fianancial Settlements LLC. The check is for the amount of 3,980 and is from Citibank, it looks very real!
It states in the letter that i won the 2nd prise of Publishing Clearing House Sweepstakes Lottery held on August 31st. 2012. That i won 150,000 and the processing fees are 2,870. I need to contact the claims agent Joseph Hill at 1-778-918-5438 before i cash the check to start the claim processing and to activate the check.
