Ripoff insufficent funds for payroll check

I performed construction work for this employer. There were no funds available in company account. Employees were told we were laid off and given bad checks as pay. After many attempts to cash checks (we were constantly told to go back to bank, funds would be there, I sent a certified letter demanding payment. Ms. Jaye Frank, owner refused letter several times. It was finally returned to me undeliverable. This type behavior is dishonest and plain stealing. I demand my final paycheck in the amount of 181.01.
