Ripoff Charges $5.00 to cash payroll checks drawn on their customers account

My wife's employer uses US Bank, and pays employees on a account at this branch. Employer and Bank in same shopping center. The bank charges my wife $5.00 to cash her pay check. Isn't the point of a bank checking account to allow you to let them earn money on your funds, and allow you to distripute checks in leiu of cash? Why does a third party have to pay to get funds promised them by the banks customer. Are we to refuse paychecks and demand cash from employers?
