Taking advantage of elderly

My grandmother received a phone call the person asked her if she was Mary and verified her address. Next thing she knows her checking account is overdrawn. This women lives on $800 a month and they took over 1/2 of it. To make matters worse she lives in Western PA and that was her heating fuel money. I was up there this weekend and its already cold. When we try to contact the Phone # listed they have the never to say keep calling back every week a claim has been filed. This all happened back in July. It only took them 1 hr to take the money how can it be taking them over 3 months to put it back.
