Priority Mail?

I send my sister her Bday present a tad late, and decided to send it to her in July through priority mail (USPS), Problem 1: she never received it, I called, I wrote but never received a response. I just returned from work and find her box returned to me (September); to tell you the truth I was kind of happy just knowing it was back in my hands. As soon as I pick up the package I noticed Problem 2: it has tape on it (not a good sign), they returned the box because they say the address is wrong Problem 3: they placed their label on top of the address i wrote, so, how am I ever going to know if they are right or not? Problem 4: i opened the box and all that is left is just one shoe and one cook book that seems like its had a tough life, even though it used to have 1 birthday card, 1 Kate Spade small shirt, one pair of Tahari flats (not just one shoe), 1 brand new cook book, and one used underwear placed in a zip lock that she left here (and I add that last one just for the fun of it, thinking of someone taking a used underwear and using it... You can keep it). Problem 5: to top it off I send her another box about 3 weeks ago, and I have a feeling that it is going though the same process. HELP! This is not correct, and i believe they should take responsibility for their actions.
