Food Stamp Application allowed to sit Idle for 40 days

My application for Food Stamp Assistance has sat idle for 40 days with the Ohio Department of Job and Family Services since August 2 through today, September 11 and the explanation I was given is that they are working on applications from July yet when I first called the operator I spoke with (William - I am assuming is in the Hamilton, OH office since that is where the number was listed on the website) informed me that he could find no application with that social security number, until I gave him the E-Confirmation number, then he found it. When I told him that I feel it had just been set aside and forgotten about he told me that if I had noticed on the website that if I had called them the day I filed the application I would have gotten an appointment date at that time. I have found nowhere on that application or website that directs an individual to call after filing the application to obtain an appointment date. So he gave me an appointment date 16 days out from today's date and asked me if I wanted it and once I told him yes and asked his name, informed him that I intended to file a complaint with a congressman or someone he again informed me of the date and time range and hung up on me. This is a prime example of why the general public has little faith in government employees, in general they do not want to work, they simply want to reap the benefits and are intentionally rude because they know you are dependent upon them to help you and they absolutely have no concern for people applying for assistance. Believe me, if I did not need the help I would not put myself through the humiliation of having to deal with these people.
