Rip-off! I can't get my money back. Broken promises

Was promised a mastercard with $5000 limit on it for a one time fee of $279. They took the money and i kept calling and calling them and they said that there should have been a signature card alone with package, i still have the package but no signature card was received. Just want my money back into my saving. How do i go about getting it back? Help!
