Incomplete Work - Lack of Follow Up

Sight a contract 4/2. He came fairly regularly but it seemed as though working on my roof was a part time job. He was making progress albeit slowly. Over the last week I have gone directly to vmail, repeat emails have gone unanswered. The roof it mostly done and paid in full (almost 10k) and after almost 4 month it is still not done. No contact, not complete, no show. I'm thinking to get it done locally and suing for the additional cost. Not sure what else to do.
