This rotating number is used to depict individuals ss# by saying "The Obama administration has set aside $1000 for people to pay bills using GE Capital Retail Bank as the bank of interest" with one big catch I spotted in this fraud; the scamer says US GE Capital Retail Bank which later I recognized as suspicious. But too late for me, I fail for like many others and I will call the Social Security Administration and give them heads up if they don't already know.
