Debit Card Refund

WalMart does not refund cash on debit cards purchases. I asked for a refund on my debit card and the associate said, "We only refund on credit cards". The number the credit was submitted to was my debit card number. The last time this happened, the refund bounced around in the system until someone decided that it should have been returned to my checking account.

Last time this happened, it took two months for the credit card company to find my checking account and refunded the money to my checking acount.
Why doesn't Walmart refund cash on a returned item paid for with a debit card?
