Refusal to collect trash

I have contacted the company asking if my payment was late. I was told that my account has a credit. Pickup is on Wednesday (5-23-12) and called that day. I was told they would collect that Friday. After calling Friday because it was not collected I was told Monday and a regular pickup Wednesday. I called Wednesday (5-30-12) and was told they would pick up the next morning, Thursday. I complained because my trash is running over and was then told they would pickup today the 30th. I haven't seen anyone yet. If my payment is late they would charge me. What power do i have. I will drop my trash off at their doo
