Bad gas and overcharged!

The pump starts charging before gas even starts to pump into tank! This has happened several times... I am usually charges $. 85 or more before you can actually hear the gas being pumped in, also I just filled up tank and 2 days later I am at half a tank when I only drove less than 50 miles! It is a 25 gallon tank!
