Rigged pump meter to scam interstate travellers

I pulled into Shell Food Mart #4 4915 U.S. Highway 129 North Jefferson Georgia to put gas in my car. It had a half a tank prior to pulling into the station. My car has a 23 gallon tank capacity. At a half a tank that would mean I only needed approximately 11.5 gallons to fill my tank. I was charged for 16 gallons at $3.29 a gallon. How do I know I was scammed? When my car reached the same level indicated on my gas gage I went into another Shell Station, refilled my tank and was charged for 11.2 gallons at $3.09. Price being irrelevant the station in Georgia is RIPPING PEOPLE OFF!!! I want to file a criminal complaint. This is larceny.
