Excess dog fical matter on the premises of the apartment complex

My family and i have been living at the North Hills Village Apartments for approximately six months, and for the entire time that we have been here we have been dealing with the problem of the dog fical matter that lines the front of my apartment building. I have made several complaints to the apartment manager about the situation and she keeps saying something will be done about this problem. However it has been six months and no solution has been found. There are four tenants on the side of the building where i live including myself and ironicly none of us own dogs. But we have to deal with other filthy people that obviously do not have the common descency to clean up after their pets. Why have them when its to hard to be responsible for cleaning up after them.
