Reckless and Dangerous Driving

I was pulling out of the Marriot Hotel in Rancho Cordova. I had just placed my mom in the car who is frail with stage 4 cancer and on oxygen. My vehicle was moving out from under the overhang by the frot doors and this cab speeding through cut me off where I applied the brakes hard and fast causing my mother's neck to jerk forward and injuring her neck. When I approached the driver and knocked on his window, he ignored me, I was going to ask him if he realized what he just did. He rolled the window down slightly, still looking down on his lap doing something and said in a broken russian accent "go around" and rolled his window back up. He then just ignored me, I got back in my car to check on my mother and he sat there blocking us in for another 5 minutes. My mom at that point wanted to go home to take her pain medicine. This person then drove off.
