Lost 4.95 card fee after learning users must be 18

Green Dot requires you to pay 4.95 to buy the card and put money on it. That is what I did, only to find out that you have to be 18 to use the card. So I decided to just get a refund and found out that I would not get my 4.95 back, only the money that was actually placed on the card. 4.95 does not seem like much, but money is still money, and because Green Dot does not print anything about having to be 18 to actually use this card, I am now out 4.95. Not to mention having to wait 7-10 days for my money to be returned!
