I bought a Target Gift Card on 01/21 (amount was supposed to be $29.95 per order confirmation) but they charged my credit card only $29.54 (?). I waited until the promotion was over but until now I have not received my Target Gift Card. I bought WalMart & Amazon Gift cards before and they were delivered, but the 3rd card was never sent to me. I have tried to call the NY office but they don't answer the phone. I sent 3 emails to the customer service but they never replied to me. Now, I cannot even open their website. For a week now, everytime I try to open their website, it says "service temporarily unavailable". Scam??
