Wayne county FOC, took arrearage out of federal return and then out of state return also-still say there is no record!

Ok so I have an ex that has not paid any child support in 2 years. Friend of the court (Wayne county) will not garnish his wages, he is currently recieving disability. My fiance owes 41,300 back child support for his children, which we expected them to take out of his federal tax return. We recieved a letter from the IRS that states $1,300 was paid to FOC. FOC says that they have not recieved it and that they are going to garnish his wages until they recieve it. Then we get a letter 2 days later that FOC was paid another $1300 out of his STATE tax return. FOC charged him double what he owes. When he calls FOC, they tell him that they have no record of recieving this money and are STILL going to garnish his wages. I am so confused he owes $1300, FOC took $2,600 say that they don't have it and are going to still take extra money from him. What is going on, I am so confused!!! This is a total scam and a rip off!
