LA Times Scam, Buyer Beware, Run around, Rude Customer Service, Refuse to respect Consumer Rights

I cant believe what I am experiencing with the LA Times. My grandmother worked in Circulation for 25 years at the LA Times and when I expressed to her the extreme lack of professionalism and disrespect I have encountered with the LA Times she was at first concerned and then not surprised.
The following has been my experience in just the last 4 weeks.
Week 1- No paper delivered by 10am.
I called got a foreign woman telling me a paper would be delivered in 15 minutes. It was delivered 3 hours later.
Week 2- No paper delivered by 9:30 am.
I called an received no help from a women who informed me she was sorry for the inconvenience but she would have to send this matter on to someone else in another department but a paper would be delivered in 90 minutes (wow, what an increase from 15)
Week 3- No paper delivered all day.
I called Monday and another foreign woman directed me to a supervisor who informed me that she would make sure a
paper was delivered on time the following week.
Week 4- 2/5 No paper delivered by 7:45 am.
I called furious and demanded a refund which they informed me they could not provide to me even though I prepaid for a year. $59.00, The Supervisor (Amanda) also a foreigner informed me that a paper would be delivered promptly. (I was not even given a time this time) A paper was finally delivered but this time they threw it @ my front window.
Today 2/6 I called and demanded a person in LA and that is when I was given the number which I also see indicated below (1-800-528-4637 immediately key in 73464 with no pound sign needed)
When the rep (Andrew) answered I asked Am I speaking to someone in LA? His response was hilarious For security purposes we do not divulge our location I was not aware I was asking for national security information.
Nevertheless, the same individual pretending to be someone else picked up the phone where it was obvious a woman was listening in on the conversation I demanded a refund and he said that he would refund my card. I told him that account was closed and he could not refund that amount. He said that is the way it must be done. I told him to mail me a check then. He refused and hung up on me. I attempted to call back and of course the number was busy and only a general mailbox was available.
Consumer beware! Do not pre pay for services you will never get results and never get a refund.
