Overcharged-Did Not Complete Work

Have a new HAVC unit (4 yrs old) has been out 3 time for the same problem and first 2 times was told it is fixed. When he came out on the 18th he had no tools, it was dark and seemed to be on something. Came back on the 19th, did not fix problem and put more freon in unit (3 lbs) and said he would get back to us with an estimate to fix on a warranty part. He charged us $55.00 a pound for the freon that cost (as we found out that same afternoon) $15-20 a pound.
