Id application

My mom applied for her ID in 2008 at the Malelane Home affairs office. After she visit the office 5 x to collect her ID, with no success she give up. On 2 Febr 2011 is re applied for an ID. Today is the 5th of April. She went there, just for them to tell her she did not apply for an ID. But they did give her a receipt and a temporarily document. Please help, shes a pensioner and cant reapply for pension before she got her ID document!
