I have bid on a product that was active. I normally bid when the timer hits 1 second left. On two different occassions, they had a winner without dropping to 1 second left. (In other words, supposedly someone wins when the timer is still at 2 seconds left.)

My personal evaluation is that they have personnel bidding, or that they have you use up your bids (Which cost money) on dummy auctions.
