Ripoff never received credit card I've paid $300 for New York

They promised $1,500 credit card with intrest not higher than 5%. Never received.instead of that I got some package I have never asked for. They change their numbers. I was told to call 866-270-7076. Right now you can wait 8 houres if you want. They are not going to answer. I've tried. I have new customer number now: 866-367-4919. I am still waiting for them to answer (2h15min). When I was trying to cancel they took my info, said alright, and hung up on me. Two weeks later I was charged $299, and I still havent see the credit card they promised. Please help me.
