Ripoff Credit Card promised but never received Internet U.S.A

World benefits has approached me to offer a credit card which will help me establish a credit record fast. They have taken $299 out of my account and 2.5 months later I still have no card (I only received a worthless information pack).
It is almost impossible to get through to someone and there is no way to get refunded. They keep on saying "we have on tape that you agreed to pay the amount". I phoned several times before, when the response was that they will mail it again.
