Not Trust Worthy in Sales

I purchased a decal from said business on 3-30-11. I received a confirmation on 3-31-11.in the web page it states that it will take up to 16 days. Well i did not receive my order within that time from so i contacted Henry again and was told if i did not receive order within the next 3 days to let him know and he would send out a new order. I didn't get order, contacted Henry, said new order sent. Well no order was received so he said give it a few more days mail is slow. Waited again. No order, contact made again. He said maybe it got lost, wait, i did. No order, contact made again. Told him to forget order send refund. Emailed me asked if i had a Paypal account told him no just send c.C. Credit. Well it is now 5-25-11 and no order, no refund. Tried to call him but no answer. Don't do any thing with him i think it is a ghost business. Just want something i am entitled to.
