Refused to Honor a 50% off Coupon

I talked to the manager. He said he would give 20% off, but not the value of the coupon (50%). He gave me NO DISCOUNT. The coupon clearly states "50% off of the total bill up to $25.00, excluding drinks and tax." My total bill was $25.94. If this complaint cannot be resolved I will no longer eat at IHOP and will voice my complaint in the local paper-The Victoria Advocate. I hope you will refund my 50%. Please notify me of your decision.
