Not Paying Out Refund Due

I closed my utility account with this company on March 9th. I am due $250.00 cash and refund of 20% gas that was left in the tank! At the time of closing the account we were instructed that the tank would be read that day and that the refund would then be issued. After not receiving anything I called the company on April 13th and was instructed by the company that the refund was not issued and it was up to the managers of the company when they sign and issue refunds!

I contacted them again by telephone on 29th April and was instructed again that the refund is being "Processed" and there is nothing they can do. I requested to speak to a manager which I was transfered to a voicemail of a Ms. Martinez. I have left a message requesting full refund (more than 8 weeks is sufficiant!) and that interest also should be applied!
