Impossible to retrieve free copy of report after turn down by credit application

I received a turn down when applied for credit card. Tried to fill out form as stated in turn down letter. Entered data six times, each time i pressed send, page started all over again as blank when calling company, there is no way to speak to representative or agent. Equifax will do anything to get $7.95 for a copy of thee report that is supposed to be free.
