Broken SUV tailgate - paint peeling off hood

I purchase a 2005 Explorer and the tailgate has been replace twice due to scratch on the upper window support. The dealer here in N. Virigina told me that happen due to moist around the tailgate. Someone need to tell me why that happens within every two to three years of owership.
