Child support fraud

The reason for contacting you, is to report fraudelent activities regarding los angeles child support agency. Since I've encountered ongoing diffulties collecting money for my children due to the Los Angeles county child support office. They have consistingly held on to payments, lowered the child support amount and refunded payments sent for my children back to the non-custodial parent. I never get any type of communication in advance to inform of their actions. Whenever, I call the call center, the representative are reluctant to giving information regarding my case. They're also very rude. I put in many complaints about this to other staff members, and I still receive the same treatment. Recently a payment from the non-custodial parents employer was placed on hold and is in refund status. I was informed this due to some money owed to non-custodial parent from the state. Meanwhile my kids are suffering and need the money for food, clothing, and immediate care. They have previously refunded money back to the non-custodial parent in July. I've spoken with the non-custodial parent which states he nevered received the payments that the agency should have refunded back to him. Currently, I'm unemployed and seeking work. The child support income is the only income for my children and this agency isn't doing their part to properply enforce this case.instead they are taking payments away and causing my children to suffer every way they possibly can. When speaking to the call center and workers at the child support office, I experience all kinds of grievances due improper information, rudeness, and never returning my phone calls. My children need their money from the non-custodial parent or else they will suffer. Furthermore, I had rude comments made from representatives stating "Just drop the case if you don't like the way we handle things." Please assist me with this matter because it's getting worse.
