Payment arrangement rippoff

I was on a payment arrangement because i got behind on my bill. Don't get me wrong I never pay my nyseg bill ontime. So when I got ahe4ad on money I paid my bill off in full. Even asked them is this all I owe now and they said yes. I was no longer behind. What they failed to tell me though is I had only paid the late bill. So now I, ve found out that this payment arrangement is never closed and I can, t cet a new one. They do this so they can shut you off and charge you not only a reconnect fee but up to 10% of a yearly bill $550.00 75 reconnect fee. They are big scammers.
