Blocking my driveway

Numerous times the parents of the daycare don't care where or how they park. My driveway has been blocked numerous amount of times. The first incident was in the winter when the owner of the daycare, Rose, parked her vehicle blocking my driveway and my neighbors because both driveways are connected. I asked her not to do that again and she got an attitude and said she was picking up the kids. I called the president of our homeowner's association and gave her the number of the daycare. Almost everyday someone blocks the driveway. The worst part is the STOP sign. They park on the sidewalk or half way into the street like no other cars come through here. I took a picture and a parent started yelling at me. I have many pictures. Sadly most people don't stop at the STOP sign and they speed through the neighborhood. I don't want to cross the street with my daughter to end up being hit by a car just to get to my house. I have called 311 and reported these incidents. I can't call the cops because by the time they get there the vehicle's will be gone from in front of my driveway. This is a private communiity, not the ghetto.
