Horrible customer service and false advertisement of their promotions and practices

I sent in for a promotion, ended last 6/30/09, with Herbal Essence by Clairol. I was told by Clairol the company handled the promotion is TLC Marketing. I've been in contact with them since February for a reimbursement with this promotion, supposed to receive a check end of May, and was told if I don't get it by end of May, to contact them via Nicole Manson. Since then, I made many attempts to contact them via emails and voicemails, no one has response to my inquiries. Wish to file a complaint of horrible customer service and false advertisement of their promotions.
