Won't honor current promotions!

Dell has THE worst customer service! First let me say I have been trying to place my laptop order since 5/23. Due to other issues with Dell and their pitiful customer service my order did not get placed until 6/11.
I orderded the Inspiron 1525. Their current promotion offers 2 free webcams.

However, I placed my order online and then a few days later I saw the promotion. I contacted customer service and told them I wanted the promotion (I was still within the dates of the promotion). They refer me to sales. Sales says they can't do anything and sends me back to Customer Service. Customer service sends me back to sales. Sales tells me they can't add the webcams without cancelling the order entirely. I said absolutely not. My order had already been delayed to long. I explained I wasn't trying to change the laptop, I just wanted the free webcams. Putting 2 webcams in a box and mailing them has absolutely nothing to do with the production of my laptop.

Sales refuses to help. I go back to customer service, again. They still want me to cancel my whole order to get 2 free webcams. It's very obvious to me that Dell is simply running me in circles until the promotion has ended so they won't have to honor it. Dell customer service=SCAM!
