MEDCO denied my doctors' prescriptions - is this legal?

I have an "unknown" allergy. I have been thoroughly tested. Over the counter medications will not help me.

A medication came out my doctor felt it could help me. He first gave me samples to see how it would affect me. Though my "allergy" did not go away, the medication did help.

My doctor gave me a prescription, however, MEDCO denied my doctor's order.

Under the new Obama health plan, is this legal??
